The International Secretariat of OMCT requests yours URGENT
intervention in the following situation in East Timor.

Brief description of the situation:
The International Secretariat has been informed by reliable sources of
the alleged arrest and disappearance of Santina Morreira Belo, aged 22
and her baby (under one year of age). Mrs Santina Belo is from the
hamlet of Defadae in Makalaku village, Quelicai sub-district.

Mrs Santina Belo was allegedly arrested on 12 July 1997 by the members
of Koppasus (Special forces Command), the police and Team Saka (East
Timorese who have been recruited by the Indonesian army). The reason
for Mrs Santina Belo's arrest is unknown; however according to the
information received, it may be related to an intensive military
operation in the sub-district, Quelicai of East Timor because of an
attack by the armed East Timorese resistance.

The International Secretariat feels grave concern over the arrest and
disappearance of Mrs Santina Belo and her baby and fears that they may
be at heightened risk of torture and ill-treatment, especially since
their wherabouts are unknown.

Action requested:
Please write to the authorities of Indonesia urging them to:

i. immediately locate the whereabouts of Mrs Santina Belo and her
baby, inform the family and guarantee their physical and psychological
integrity;

ii. order the immediate release of Mrs Santina Belo and her baby if
she is detained without valid charges against her or, if such charges
exist, bring Mrs Santina Belo before a competent and impartial
tribunal and guarantee her full procedural rights;

iii. guarantee an impartial and exhaustive enquiry into these
incidents, identify those responsible, bring them to trial, and apply
the penal, civil, and/or administrative sanctions provided by law;

iv. ensure in all circumstances respect for Human rights and
fundamental freedoms in accordance with national laws and
international standards;
